Position Description
The City of Seattle has an exciting opportunity for an experienced City Records and Information Manager (StratAdvsr-LEG BU) to join the Office of the City Clerk (OCC) in the Legislative Department and lead the City’s Records and Information Management Program. The City Records and Information Manager (CRIM) provides leadership and direction to City Departments by developing practical applications to support the effective and efficient management of the City’s public records from their creation to their ultimate disposition in accordance with all applicable records management laws and regulations. This position reports directly to the City Archivist within the Office of the City Clerk.
The mission of the Office of the City Clerk (OCC) is to foster civic education, participation, and openness in Seattle city government through effective facilitation of the legislative process and transparent, accountable stewardship of public information and official records. The OCC is central to government transparency and strives to instill public confidence and encourage public engagement by ensuring that the highest standards of integrity are met throughout the legislative process and in management of the public record. Policymakers, lawyers, architects, planners, scholars, students, and members of the general public throughout the city and across the country rely on our resources to do their work and accomplish their goals.
Good recordkeeping protects the rights and interests of individuals in their interactions with the government entity by ensuring essential documentation. It provides employees the foundation for accountability of their decisions and actions and to provide effective and efficient service, reduces the exposure of government and its agencies to the legal, financial, and political risks associated with poor recordkeeping, and serves to protect historical records, which form an irreplaceable part of our collective memory and cultural heritage.
As a CRIM, you will play a vital role in managing and overseeing the City’s Records and Information Management Program, ensuring compliance with recordkeeping legal requirements and maintaining the City’s records retention schedules, monitoring and updating the City’s records policies and procedures, providing support and advice to City departments on records issues and policies, and more. Job Responsibilities
Maintain the City’s records retention schedules, policies, and procedures in compliance with RCW and other relevant laws.
Respond in a timely manner to a high volume of requests varying from routine to complex from a diverse group of City employees requiring research on records and information management issues.
Provide ongoing training, management, staff development, and career enrichment for two full-time professional staff.
Act as business owner for two records management systems managed by the City Records Management Program (CRMP) and make executive decisions on system requirements and features.
Act as an information technology subject matter expert with a wide and well-rounded understanding of city systems, processes, and procedures. Interact closely with IT staff and the Office of the City Attorney to ensure alignment with city and technology strategic direction, policies, and procedures.
Develop and oversee full curriculum of city-wide training on records management topics.
Review and analyze existing and proposed records management systems and procedures; evaluate and recommend changes and modifications as necessary to address changes in law, technology, and/or the structure of City departments.
Monitor changes in, and maintain current knowledge of federal, state and local laws, rules and regulations affecting the records and information management program. Maintain awareness of new trends, best practices, and developments in the field of records management.
Establish programs goals, objectives and priorities and develops/ implements the CRMP work plan.
Support information governance vision and act as representative on the Information Governance Board. Represent records management on a variety of City-wide teams to ensure retention issues are being identified and solutions provided.
Perform related duties as required.

TOTAL COMPENSATION AND BENEFITS This full-time position is classified as a Strategic Advisor- Legislative- BU. This role is exempt from the FLSA and the Civil Service System. The full salary range for this position is $43.89 - $78.53 per hour. The salary range for this individual role has been identified as $52.00 - $59.00 hourly.

You will be prepared to take on this role if you have following experience, skills, knowledge, and abilities through a combination of education, experience, and/or training as demonstrated in your application, resume, and/or cover letter
Bachelor’s degree in history, English, public affairs, information services, or related field OR an equivalent combination of education and experience.
Five years or more of progressively responsible experience in records and information management.
Supervisory and management experience.
Proficient knowledge in the MS365 product suite.
Knowledge of terminology, laws, and regulations governing Records Management and Public Records, including Washington State Records Retention Schedule and RCW 40.14 and 42.56
Ability to solicit input from various stakeholders and be a strong and proactive collaborator.
Good written, verbal, and interpersonal communication skills.
Ability to exercise high level of discretion.
Are motivated to work towards ending institutional and systemic racism and have experience working with and valuing the perspectives of diverse groups and individuals.

You may be even more prepared for this role if you have:
A Master’s degree or additional experience in archives and records management or a related field.
Certified Records Manager (CRM) designation.
Evidence of effective leadership in a team environment.
Previous experience in a lead or supervisory role.
Ability to perform multiple tasks, prioritize, organize, analyze, and complete incoming projects utilizing available resources.
Familiarity with general municipal/public sector policies and practices.
